Security in Schools: A Scottish Case Study

Keeping a school safe is a major concern at all levels of government, from local authorities to nationwide bodies. In an age where large amounts of the curriculum has moved from pen and paper to new technological mediums, schools are abundant with valuable computers and equipment, making them a target for thieves. Having any computer stolen or damaged would have an impact for any school and would lead to negative financial implications. Aside from monetary problems related to burglaries, there’s also the inconvenience to the school and the disruption to the education of pupils. School computers also tend to house a lot of sensitive information about pupils and teachers, which would be a breach of security if they were to get into the wrong hands.

Scotland is at the forefront of making sure that schools remain a secure place for learning. The Scottish Futures Trust (SFT) is an independent company, established by the Scottish Government with a responsibility for delivering value for money across public sector infrastructure investment. SFT works with every local authority across Scotland to drive forward the Scottish Government’s £1.8bn Scotland’s Schools for the Future programme. The first school to benefit from the scheme, Pumpherson and Uphall Station Community Primary School, was officially opened in 2012.

At the beginning of the scheme, it was expected that 55 new or refurbished schools would be delivered. SFT’s work has enabled an additional 12 schools (as well as the 55 planned) to be built within the programme. This has been achieved by focusing on the delivery of ‘needs’ rather than ‘wants’, achieving saving through collaborative working and carefully managing the programme budget. The project shows no signs of slowing down. SFT have set out some impressive business objectives for 2016/17. The scheme also aims to see construction start on 19 more schools, as well as construction being completed for 21 more schools.

Security options for schools


A factor that many of these new schools, and schools that are being refurbished, are considering is whether or not they are secure enough. A popular device used by many schools is CCTV. Visible security cameras can act as an excellent detection device and allow a school to review and monitor the premises remotely. Alarm systems are also a security method favoured by many, and can raise the alert that something untoward has happened. However, neither CCTV nor alarm systems provide any deterrence or physical protection against an attack on a school, nor once they have been triggered it is too late to prevent a situation.

Bespoke Security Shutters to New Primary School

The new school building for the Halfmerke and West Main primary school will include 16 classrooms, a nursery, a gym, IT suite and a number of other staff and educational facilities. The project is a complete replacement of the original school building under the South Lanarkshire Primary Schools Modernisation Programme and is expected to complete by December 2016.

Featuring distinctive full height glazing around the building, the security shutters are required to protect all doors and windows over the project when the building is unattended. In addition to providing security the shutters can be used for glazing protection and room blackout as required during the school day.

The full height glaxing presented a particular challenge to ensure the shutters were completly concealed when in the raised position. Close co-operation with the project design team ensured a bespoke Integr8 180LS Lintel shutter system could retract fully into space provided by the building construction and did not detract from the overall distinctive building design.

Working closely with building specifiers and architects, a common requirement for many building developments is a security solution that allows for ventilation and/or vision through the shutter, e.g. car park shutters, which require ventilation for airflow regulations, or schools that require light through the shutter for health and safety reasons.

Independently tested and certified by the Loss Prevention Certification Board (LPCB) to security rating LPS 1175, Issue 7, SR2 the UltraDUO Vissio20 shutter curtain is the most secure perforated shutter available.

The Brighton i360 project is a new landmark attraction in Brighton. Replacing the west pier with a new tourist attraction, the tallest moving observation tower in the world - at 162m high. Also the worlds first vertical cable car, the project is designed by the same architect that designed the famous London Eye, Marks Barfield Architects. The architects practice also designed the beach building at the base of the tower, this publicly accessible building houses a brasserie, cafe, tea rooms, beach-side hospitality rooms; exhibition; shop; and kids soft play zone.

The Brighton i360 tower is on the sea front overlooking the historic west pier. This presents a classic challenge for designers of the beach building at the base of the tower. The vast expanses of glazing require protection from the sea and wind, and security for the building out of hours. It was important that the building design is not affected by the requirement for shutters and the shutter mechanism must be completely concealed when in the raised position.

Working closely with the architect, contractor and window manufacturer designs are currently being developed with a bespoke Integr8 180C shutter system where the shutter cannot be seen  and co-ordinates with the glazing system to provide protection to the whole façade.

The LockDown facility that features on all the shutters in the Integr8 SR range is the latest ground breaking development from Charter Global Ltd.

Independently tested shutters to higher security certification are rigorously tested against lifting the shutter, using a car jack and high leverage tools. The common solution to combat this is to include additional locks to the bottom rail and guides. However, this solution is unsuitable for many applications that require this level of security, particularly areas where the shutter is used as the first point of entry.

Attempting to lift the shutter from beneath is one of the most common means of forced entry, as witnessed on footage of the London riots in 2011. Introducing the LockDown system means that the shutters can be used for the shop front as a first point of entry, where previously operators had to gain entry to the building by other means and then operate the shutter. Even while the shutter is being lowered, the LockDown system ensures that it cannot be forced up.

With no additional locking, the Integr8 SR Shutter with LockDown saves time for building managers in opening and closing the building. As the shutter operation is now very straightforward - the shutter cannot be left in an insecure position - untrained users can operate the shutters. Lending themselves to specification for higher risk community and retail areas, or where multiple people will be using the shutter.

Part of a large, area redevelopment, the Community and Sports Facilities in Heysham is a mixed-use development comprising a Main Function Hall, Gym, Changing facilities and a number of small meeting rooms. The building provides for the sports pitches and bowling greens, and provides much needed community facilities for the area.

In working with the brief provided physical security was required for glazing protection and building security. The architect used the Integr8 180LS Lintel shutter system to increase the security whilst maintaining the welcoming design aesthetic across the complete build. Making the Integr8 shutters a statement in the facade the shutters are finished in a striking blue, RAL5011.

As the detail design progressed, the Charter design team worked with the architects to design specialist lintels to suit the larger openings on the property and house the concealed roller shutter mechanism.

Being involved at an early stage of the design process led to a seamless integration of the Integr8 system within the building at the design stage and through to final installation. In the words of the Project Manager:-

The Haggerston West and Kingsland estates, situated either side of the Regent's Canal in Hackney, is a development to replace the existing estates with 761 new flats and houses. First started in 2010, the new development provides homes for existing residents as well as a mix of new homes, a community centre and new retail units.

The Secured by Design requirement for the retail units required certification to LPS 1175, Issue 7, SR2. However, it was very important that this requirement did not detract from the welcome feel of the new development and community areas. Typical security solutions for retail units where not acceptable as they did not meet with the Secured by Design requirements or detracted from the building design with visible shutter mechanics.

Working closely with architects PRP and the Taylor Wimpey design team the Integr8 SR 180LS Security shutter system was selected. The Integr8 SR Shutter system provides an unobtrusive yet highly secure solution that does not detract or alter the building design.

In order to facilitate a seamless installation of the shop fronts Charter managed the whole shop front design, including the procurement and installation of the louvres, shop front glazing and Integr8 SR Security shutters.

The finished solution provides a clear and open fully glazed shop front to the retail units during the day, whilst maintaining high security whenever the units are closed. The concealed Integr8 SR security shutters do not change the appearance of the building - maintaining the pleasant and welcome feel of the community.

Intelligent Colours for Security Shutters

Every security shutter from the Integr8 range is finished in a polyester powder coat finish as standard. Designed for external use, polyester powder coating offers the widest choice of colours available, with finishes in matt, satin and gloss.

The key benefit of a polyester powder coating finish is the excellent colour and gloss retention that the finish maintains over very long periods, even when exposed to outdoor exposure, where UV stability and weather resistance is required. A standard polyester powder coating is to a 25-micron thickness, which is suitable for any most locations in the UK. For locations exposed to marine environments, sea spray and corrosive sea air, a marine grade thickness is available and strongly recommended. On buildings where anti-social behaviour is anticipated, an anti-graffiti polyester powder coat is option is available and provides an easy clean finish.

The Integr8 colour range classified using the RAL standard classification. A standard classification for colours used across Europe primarily for polyester powder coating and paint.

The actual colour selected for the shutters has in interesting impact on the overall design of the building. Many public buildings and schools opt for bright standout colours that create added impact to the overall design of the property, creating a transforming façade as the shutters raise and descend.

Following on from our previous update on this project regarding the installation of the Integr8 Sr Security Shutters at this new development in Haggerston, London Borough of Hackney, the first post can be read here.

Working closely with the architect during the design process the Integr8 shutters have been included in the new housing development scheme to the ground floor street shop area. As with any community facing buildings, it is very important that the necessary security measures did not detract from the nature of the building design.

The Integr8 SR shutters, a range of independently tested and certified roller shutters to LPS 1175 Issue7 security standards, are specified on the project and designed to be completely concealed from view when in the raised position. In addition, Charter provided the complete shop front system and feature louvres. The shop front design caters for the shutter guides ensuring a concealed yet highly secure shop front, whilst maintaining the refreshing design of the new building.

With the shutter lintels and guides in place, the shop fronts and glazing where installed next, followed by the shutters and the louvre panels above each opening. When complete the shutters neatly and securely close off each shopfront. Yet are completely out of sight when raised.

The original Royston/Wardieburn community centre, built in 1965, was in need of replacement and modernisation. New up-to-date facilities were proposed and designed by the City of Edinburgh council providing a centre boasting a sports hall, computer suite, café, arts and crafts room, games room, training room, workshop and five meeting rooms.
 
The striking building design included full height glazing and many low level windows. Security to the building was important to protect the new investment to the area, as unfortunately anti-social behaviour is experienced around buildings in public areas that are not occupied 24/7. Working with the initial design concept, Integr8 security shutters were designed into the project without detracting from the welcoming appearance of the building.

The Integr8 180V Vertical Security Shutter, the first to be developed in the UK, was used to the lower portion of the curtain walling, with Integr8 shutters descending from above to provide full height aesthetic glazing protection when the building was unoccupied. Rising vertically, the Integr8 180V system gives an added 'wow factor' to the shutters which never fails to impress!

Working with the design team from an early stage in the project ensured the seamless integration of the shutters throughout the design process through to final installation on site.

For great building designs to be translated from the detailed drawings through the build process to a successfully completed project it is important for architects and specifiers to ensure that every product is as easy and straightforward to install as possible.

The side guide cavity closers for built in roller shutters are installed by the bricklayers for the project. With any project, it is important that the door and window openings are constructed plumb and square and this is very important when the openings are being design to accept the Integr8 built in security shutter system. To this end, a frame former kit is available for Integr8 projects to ensure a seamless and trouble free installation of the Integr8 side guide cavity closer.

The Integr8 Side guide itself is finished in a polyester powder coat, to any standard RAL colour, and protected with a UV resilient protection tape to guard against any  damage until project handover. This is tied into the brickwork using the same procedure as any other insulated cavity closer.

Consisting of an insulated horizontal cavity closer, 2 no. Integr8 insulated cavity closer shutter guides and a horizontal top member the kit is manufactured in the factory in Reading to suit the structural opening sizes of the project. With each frame former clearly marked with the opening reference the Integr8 frame former saves considerable time on site and ensures square and plumb openings every time.

Ensure your security shutter specification includes the clause as follows:-

Shutter Frame/Guides: Recessed into cavity of external wall complete with fully    insulated closer in frame former design.
Finish as Delivered: Polyester powder coated to 25 microns in Standard RAL/BS code.

Working closely with the architect during the design process Integr8 shutters have been included in a new ground floor shop area to a housing development scheme in east London. Other shops in the area utilised a steel bolt on shutter system that clearly detracted from the area and was not an effect that the either the client or the architect wanted with the new development.

It is crucial that any community development project maintains the welcoming nature of the scheme. Whilst physical security was clearly required to prevent anti-social behaviour and opportunistic burglary, it was very important that the initial building design be maintained.

Working with this brief and the parameters set out within the building shell, the Integr8 design and project team developed a solution that used the Integr8 SR 180LS Lintel shutter, and also included the co-ordination of the shop front installation and additional louvre panels above the shutters, to ensure a seamless interface between the shutters and surrounding trades.

Installation of the shutter lintels and side guides is currently underway on site. Working with a structural engineer, the design for the lintels caters for the specific loads imposed by the shop front glazing, bespoke lintel installation steel work has been developed to cater for this. When installation of the lintels is complete, the shop front will be will be surveyed and installed.

Adding covered play areas to playgrounds and parks is increasing in popularity accross education and community facilities. Having worked with a number of independant canopy companies over the years, Integr8 shutters are used to close off the canopy - providing additional storage areas to schools and community buildings.

As well as creating additional secure storage areas, without increasing the footprint of the property, adding shutters to canopies or covered play areas also proves beneficial for other reasons. Grandpont Recreation Ground is the home of Hinksey Football Club and a number of other sports teams, which have up to now been operating from the playing field without a pavilion. As the number of members grew, now up to 10 teams and around 200 players, it became apparent that further development of the club would be severely limited without a pavilion on site. Funding was secured from Oxford City Council and Sports England to allow the project to go ahead.
 
Security to the building was important to protect the new investment to the area, as unfortunately anti-social behaviour can be experienced around buildings in public areas that are not occupied 24/7. The architects for the project, B3 Architects, worked with the Integr8 SR 180LS Roller Shutter Lintel system to ensure effective physical security to all doors and windows, but without detracting from the original building design in any way.
 
A measured security level was required for the building on the whole project. The Integr8 SR range have been independently tested to the industry recognised standard of the LPCB and meets security levels LPS1175, Issue 7, SR2 and LPS1175, Issue 7, SR3. The security requirement of the building was assessed and the Integr8 SR2 rated 180LS was specified to meet the security requirments of the site. The unique LockDown feature of the Integr8 SR shutters ensures that the shutters are never left in an insecure position, ideal for a community building where multiple users will be operating the shutters.

This extension to an existing school required physical security to protect the new building from anti-social behaviour that had been experienced in the area.  At the same time the architect wanted to create a lively and welcoming appearance that would fit in with the character of the primary school. Bolt on style shutters had been used previously on the original building – the visible hood boxes and guides had given scope for vandalism and these shutters were no longer suitable due to damage over the years – and the client was anxious not to have a repeat performance with the extension.
 
The Integr8 180LS Roller Shutter Lintel was selected from the Integr8 range of security shutters to provide the necessary glazing protection and building security. The combined shutter guide and insulated cavity closer secures the shutter curtain inside the wall cavity. The security shutter is housed inside the Integr8 lintel, creating a very secure and neat solution, which matched the brief from the client.
 
The shutters can be finished in a wide range polyester powder coat RAL colours. The bright red RAL3020 created the upbeat and lively façade that the client was looking for. Using the Integr8 180LS built in security shutters as a feature opportunity dramatically changed the impact of the building to positive effect for the client, parents and children and community users of the new school building.

Understanding Secured by Design Accreditation

Developed by the Association of Chief Police Officers (ACPO) in the UK, Secured by Design is aimed at the design and security of new and refurbished properties – homes, public buildings, commercial premises and car parks. This operates alongside the government’s key planning objective to create safer places for people to live, work and play.

Each police force has an Architectural Liaison Officer (ALO) or Crime Prevention Design Advisor (CPDA) which assess each building project in the area to ensure security procedures are carried out that satisfy the principles of Secured by Design buildings.

Research has shown that Secured by Design developments (those using products and materials approved by Secured by Design) are half as likely to experience burglary and show a reduction of 25% in criminal damage.

Physical Security

Physical security plays an important part in the security of buildings – windows and doors being the most attacked part of any property by potential intruders and vandals. Any attack immediately downgrades the surrounding area, causing concern and insecurity amongst users of the property and surrounding buildings.

As well as checking that the product is recognised by Secured by Design it is also important that the product is fit for purpose within the use of the building. Some perimeter fences may be Secured by Design but also present a very unwelcome presence to the property.

Avoid permanently visible security measures as they increase the feel that the area is under threat. A concealed roller shutter system is invisible during the day and therefore does not present this negative effect to the public.

Independent Testing and Certification

Any product recognised by Secured by Design is certified by an independent security test house, such as the Loss Presentation Certification Board (LPCB), managed by BRE. Any product that has not been independently tested is not recognised by Secured by Design.

All integr8 SR products are tested and certified by the LPCB to security levels 2 and 3. These products are outlined in the renowned Red Book, published by BRE showing all tested and certified projects.

Shutters tested to level 2 is based on higher domestic risk and commercial risk. The test simulates an attack by determined opportunist, with hand tools that provide a mechanical advantage.

Shutters tested to level 3 are based on a medium-high level of commercial risk. This test simulates a deliberate forced entry, with tools that are heavier that give greater leverage.

Part of a wider area regeneration scheme by Knowsley Metropolitan Borough Council, the Stockbridge Village regeneration project, featuring a new primary school, neighbourhood centre, library and a supermarket has transformed the village centre to create a welcoming focal point for residents and visitors. Fundamental to the project was the desire to create an open site, without the use of perimeter fencing, walls etc., whilst still providing protection for the buildings out of hours. Architects 2020 Liverpool searched for a solution that didn't impact negatively on the design of the buildings and the feeling of openness, whilst at the same time provided a high level of security.


Working closely with the architect, a solution was designed to suit every opening, including the large glazed features on the school and swimming pool in the Neighbourhood centre. The Integr8 security shutters are designed into the actual fabric of the building. In the raised position, the shutter and all its mechanics are completely concealed from view. In the lowered position, the shutters ensure effective security whilst matching the style of the building. Coupled with the intelligent and attractive use of several external façade finishes, including brickwork, render and rain screen cladding, the Integr8 180LS Lintel Shutters complement the overall building design.


In addition, the Brise Soleil system was used to the primary school on the south facing elevations. Using the same design as the 180LS, this curtain style has the added advantage of having adjustable oscillating slats on the shutter curtain, enabling the creation of a brise soleil when in the lowered position. Such a feature is ideal for IT suites where a combination of security and solar control is required.
Providing the a complete roller shutter package for the main contractor, the Integr8 180FR fire shutter and 180FL fire curtains have been installed to assist with the fire strategy.


Several years on the roller shutters have been fully established within this busy working environment with great success. Regular maintenance by Charter engineers ensures continued high security for the buildings and peace of mind for the public for the years ahead.

Building security may seem unnecessary or daunting but the fact is that following 3 simple steps will ensure you are not caught out when it comes to this aspect of building design.

Security of a building takes a number of different forms. Physical barriers placed in the way of potential attackers; including perimeter fences, ram bollards or window bars to name a few. Secondly, surveillance and notification systems can be put in place; CCTV and alarm systems are typical examples. Finally, systems should be put in place to respond and apprehend any potential attackers.

These 3 examples can be easily shown in the 3 part security triangle below

Detect Repond Delay Triangle

Delay - Without an effective physical barrier, such as security shutters, vandals or intruders can enter the building or cause damage and evacuate the area before detection and respond systems can be carried out. Physical barriers also operate as a deterrent – forcing intruders to think twice before trying to penetrate a shutter and then the window glazing to force entry into the building.

Detect - Without an effective detection system, attackers are able to spend time penetrating the building without worrying about being discovered.

Deter - And without a response intruders are free to penetrate and enter a building without fear of being stopped, causing untold damage and distress, e.g. the London riots of 2011.

So whilst typically an alarm and possibly CCTV cameras are included in many new buildings this so-called solution may not be the correct answer to the needs of your property; especially in areas of anti-social behaviour where damage, rather than forced entry, is the goal.

Most importantly, the requirement for the 'Delay' products have to affect the design and aura of your building. Gone are the days when security products where limited to galvanised steel roller shutters bolted to the outside of the building, or metal window bars built into each window. A concealed security shutter system is built in to the building and cannot be see when in the raised position. Once lowered, however, the shutter effectively seals the window or door opening against any intruder attack.
